SEMI Foundation Launches First Four NNME Regional Nodes to Build U.S. Semiconductor Talent Pipeline
The SEMI Foundation has announced a significant milestone in U.S. microelectronics workforce development with the launch of the first four Regional Nodes of the National Network for Microelectronics Education (NNME). The move marks the activation of a national infrastructure effort designed to strengthen America’s semiconductor and microelectronics talent base at a time when industry expansion is creating urgent demand for skilled workers.
Supported by the U.S. National Science Foundation Directorate for Technology, Innovation and Partnerships in partnership with the U.S. Department of Commerce and aligned with the CHIPS and Science Act, the NNME is intended to serve as a coordinated national framework for talent development. Its mission is to connect education, training, and industry demand so that learners can more easily enter high-demand careers across the semiconductor ecosystem.
The launch of the first four Regional Nodes represents a major step in turning that vision into a working, geographically distributed network. Each node is designed to respond to the specific needs of its region while contributing to a broader national strategy. The four nodes are NNME Southwest, NNME Pacific Intermountain, NNME Northeast, and NNME South. Collectively, they span a wide set of states and bring together regional leaders with deep ties to education, workforce development, and advanced manufacturing.
- NNME Southwest is led by the Arizona Commerce Authority and serves Arizona, Southern California, Colorado, New Mexico, and Utah.
- NNME Pacific Intermountain, led by Boise State University, covers Idaho, Washington, Oregon, Montana, Utah, Colorado, Nevada, Northern California, and Hawaii.
- NY CREATES leads NNME Northeast, which serves a wide corridor including Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Virginia.
- NNME South, led by the University of Texas at Austin, spans Arkansas, Mississippi, Georgia, Florida, Texas, New Mexico, Louisiana, Oklahoma, Utah, and Alabama.
Together, the four nodes activate a network of more than 325 performer organizations. These include K-12 school districts, community colleges, universities, workforce development bodies, economic development agencies, community-based organizations, and semiconductor employers. The scale of participation reflects the complexity of the workforce challenge and the need for a coordinated response that reaches learners at multiple stages of the education and career pipeline.
The semiconductor industry’s rapid growth has made workforce capacity one of its most pressing issues. Investment in manufacturing, packaging, design, equipment, and materials is accelerating across the U.S., but talent availability is not keeping pace. A national landscape analysis cited by the SEMI Foundation and McKinsey & Company projects that the United States could face a shortfall of approximately 127,000 to 157,000 semiconductor and microelectronics workers by 2030. That estimate underscores why workforce development is now treated as a strategic priority rather than a supporting function.
The NNME is structured to address that challenge through a nationally aligned but regionally activated model. Its focus includes expanding awareness of semiconductor careers, accelerating workforce readiness, modernizing education and training systems, and connecting learners directly to employment opportunities. By linking industry standards with educational pathways, the network aims to reduce the gap between what employers need and what training programs deliver.
Industry participation will be central to the success of the initiative. Employers across the network are expected to help shape curriculum, validate technical skills, support work-based learning, and provide direct links to jobs. That engagement is especially important in semiconductors, where roles span manufacturing, advanced packaging, facilities operations, equipment maintenance, integrated circuit design, materials, and emerging technologies. A workforce model that reflects this full ecosystem is more likely to produce durable outcomes.
Leaders involved in the initiative describe the NNME as a long-term investment in America’s innovation capacity. Shari Liss of SEMI and the SEMI Foundation said the launch of the Regional Nodes activates national infrastructure built to meet one of the most consequential economic and technological challenges of the time. Jennifer Ellis, Director of NNME, emphasized that the network is intended to bring together industry, educators, workforce organizations, and regional leaders to create a talent engine for the next generation of semiconductor workers.
